Md Tofayel Hossain is an accomplished professional with a diverse background in both administrative and project management roles. He holds a Master of Social Science in Sociology from the University of Rajshahi. Additionally, he pursued a second Master’s degree in Development and Project Planning from the University of Bradford in the United Kingdom.
With a strong foundation in the BCS Administration Cadre, 27th batch, Md Tofayel Hossain has held significant positions in the government. Notably, he served as an Assistant Commissioner and Executive Magistrate, AC Land, UNO, ADC in Field Administration, where he gained valuable experience in handling critical administrative and legal matters.
Later in his career, he transitioned to project management, becoming the Deputy Project Director for the Land Management Automation Project under the Ministry of Land. In this role, he showcased his exceptional skills in handling complex projects and change management.
Currently, he holds the esteemed position of Project Manager/Specialist for the EDGE Project. His expertise in change management, coupled with his academic qualifications and extensive experience at both ministry and field levels, has made him a vital asset in implementing successful projects.

Ishrat Sharmin, a Technical Expert with nearly a decade of software development experience, specializes in system requirement analysis, design, and quality assurance. As the current Technical Expert (Portal Management) for the EDGE Project since March 2022, Ishrat is overseeing the development of the National Job Portal and played a key role in various critical initiatives of component 2. Previous roles include leading the development of Bangladesh IT Connect Portals in the LICT project and contributing as a Software Engineer at Business Automation Ltd. Educationally, Ishrat holds a Master’s degree in Information Technology from IIT, University of Dhaka, and a B.Sc. in Computer Science and Telecommunication Engineering from Noakhali Science and Technology University. Key projects include Bangladesh IT Connect Portals, One-Stop Service for BEZA, One-Stop Service for BIDA, Pilgrim Pre-Registration and Registration System, Hajj Management Information System, etc. Programming expertise includes proficiency in PHP and familiarity with Java, along with skills in Laravel, CodeIgniter, and Java Spring MVC frameworks. Database knowledge spans MySQL, MariaDB, and Oracle. Ishrat is adept at using project management tools such as Jira, Trello, Asana, GitLab, and follows software development methods like Scrum and Kanban.
At EDGE, her current role is to oversee the implementation of the “Hire and Train” program through Public Universities, aimed at preparing and employing 20,000 recent graduates to enhance the private sector’s role in the digital economy.
She has 10 years of extensive experience working in the IT sector specializing in skill development, industry research, public strategy and policy development, project management, communication, industry promotion, and venture capital.
Before working for the World Bank-funded EDGE project as Technical Expert, Research, she worked for the government-funded LICT project in the strategy and policy team. She also served as Executive Director for the Bangladesh chapter of the largest global tech entrepreneurs’ association, TiE Dhaka. Prior to this, she was part of the Bangladesh team of Pegasus Tech Ventures (formerly known as Fenox Venture Capital), a prominent Silicon Valley-based venture capital firm, as a Financial Analyst. She also worked for the largest IT-ITES Association in the country, BASIS, as a Research Executive.
She holds BBA and MBA in Finance and Economics from BRAC University.
