Mr. Bari is a data scientist and currently working as the Policy Advisor as well as Component Leader for the Enhancing Digital Government and Economy (EDGE) Project being funded by the World Bank Group and implemented through Bangladesh Computer Council (BCC). He has versatile work experience in both public and private sectors in home and abroad. He was involved in designing and implementing several digital transformations, such as National Emergency Service 999, Innovation Design and Entrepreneurship Academy (iDEA), Startup Bangladesh, Smart Bangladesh Accelerator, e-Tax Return Submission System and so on. He actively contributes in formulating national policies and strategies related to digital development such as national ICT policy, startup investment policy, government email policy, drafting data protection bill and so on. He takes immense interest in building machine learning and big data models and promoting AI driven innovations in Bangladesh.

Having graduated from Bangladesh University of Engineering and Technology (BUET), Mr. Bari completed MBA from the Institute of Business Administration (IBA) under the University of Dhaka. Finally, he obtained Master of Data Science degree from the University of Queensland, Australia with Dean’s Commendation Award for academic excellence. He contributes Op-Ed articles in the reputed national dailies and writes blog posts on digital economy, technology and innovation. He also presents keynotes and speaks in various events organized by the national and international organizations, such as UNDP, UN ESCAP, UNCTAD, WTO, ILO, WITSA, BASIS, foreign embassies, etc.

Dr. Shamim is the Team Leader of Smart Leadership Academy in Enhancing Digital Government and Economy (EDGE) project. Prior to joining this position, he was the Deputy General Manager (SDG) of PKSF. He has 17+ years of experience in working as a first-class gazetted officer (Administration Cadre & Education Cadre), Project Manager, managed national development projects under Prime Ministers’ Office (PMO), ICT Division, UNDP, and World Bank. He contributed to various functions of the different Government organization especially in developing, implementing, and planning new ideas to attain the highest achievements. He has been awarded Doctor of Philosophy in Project Management from International University of Malay-Wales. He is also a renowned researcher on ICT, Development & Project Management field.

He has been involved in more than 26 Projects whose total project value is more than 3700 Crore BDT. He had practical experience in the largest ICT and e-Governance-related Projects in Bangladesh. Those projects are the ICT Ministry’s EDGE, LICT (1) & (2) projects, Bangladesh Bank’s BBIT-3 & BB-CA Projects, NBR’s ASYCUDA Implementation Program, Chittagong Port Authority’s Container Terminal Management and MIS System project, UGC’s BdREN-G-13 & 15 Projects, DSHE EMIS Project, Police HQ project, Bangladesh Army and Navy Projects. As a consultant providing economic development, community relations and operational support to expand development programs and has an in-depth understanding of the challenges in the area of the development sector. His background includes working experience with Financial Management, Grants and Subcontracts Management, General Administration & Project Operations, Human Resources Management, Internal and External Audit, Partner NGOs Financial Management, Capacity Building for Local Organizations. He worked for DAI, CNFA, BEPZA, RHD, EC, DLS and BCC finance by financial institute/organization such as USAID, World Bank, AIIB and GoB. He has completed his MBA in finance and MPA in GPP. Beside that he is an ITP and member of Dhaka Tax Bar Association and Completed his Chartered Accountancy Course. Mr. Md. Saifur Rahman is serving as Monitoring & Evaluation Specialist at the Enhancing Digital Government & Economy (EDGE) Project Since September 2022. He delivers quality support on monitoring and evaluation (M&E) of the project activities through designing and implementing the M&E Framework. he provides support to the PD to organize Project Implementation Committee (PIC), Project Steering Committee (PSC) & Annual Development Programme (ADP) review meetings, and serve as the project focal point for formulation & implementation of the targets of the Annual Performance Agreement (APA), and coordination with the planning commission & the World Bank in the area of Monitoring & Evaluation of the project activities. Before joining this project, he served around twenty-two (22) years in various organizations and had sound academic training in the development field. His working area includes development planning, monitoring & evaluation, project management, research, trade facilitation, skills development, public procurement, contract management, entrepreneurship development, financial management, financial /statistical reporting, etc. He worked for the World Bank, United Nations, European Union Delegation, Asian Development Bank, Public-Private Partnership Authority, and several ministries of the Government of Bangladesh.

Currently, Tamzid is serving as the Global Business Development Lead for the EDGE Project in for the ICT Division under Ministry of Posts, Telecommunications, and Information Technology with a primary target to promote the IT/ITES Industry of Bangladesh globally and attract investments, partnership, joint venture etc. for Bangladesh. In the immediate past role, Tamzid served as the Marketing Consultant of Bangladesh Hi-Tech Park Authority and Business Development Specialist for LICT Project under ICT Division.

Academically, Tamzid is a distinguished Exchange Alumni of the US State Department and studied in George Mason University, USA. He has a bachelor’s degree from BRAC University in Business Administration and Master’s in development Practice from MDP Global Program offered from BRAC Development Institute in collaboration with Columbia University. Md Tofayel Hossain is an accomplished professional with a diverse background in both administrative and project management roles. He holds a Master of Social Science in Sociology from the University of Rajshahi. Additionally, he pursued a second Master’s degree in Development and Project Planning from the University of Bradford in the United Kingdom.

With a strong foundation in the BCS Administration Cadre, 27th batch, Md Tofayel Hossain has held significant positions in the government. Notably, he served as an Assistant Commissioner and Executive Magistrate, AC Land, UNO, ADC in Field Administration, where he gained valuable experience in handling critical administrative and legal matters.

Later in his career, he transitioned to project management, becoming the Deputy Project Director for the Land Management Automation Project under the Ministry of Land. In this role, he showcased his exceptional skills in handling complex projects and change management.

Currently, he holds the esteemed position of Project Manager/Specialist for the EDGE Project. His expertise in change management, coupled with his academic qualifications and extensive experience at both ministry and field levels, has made him a vital asset in implementing successful projects.

Rusafie’s shared passion for the tech industry prompted him to work as the Project Manager – Digital Economy Strategy at a World Bank funded project for the Government of Bangladesh where he is responsible for creating innovative strategies for the Smart Bangladesh.

He has over 12 years of experience in tech, telecom and logistics industries. Prior to joining at the EDGE project, he was working as the Head of Operations at FTTH (Fiber To The Home) Council Asia-Pacific where he organized 5 international conferences attended by over 400 decision makers each from the telecom industry and also organized over 20 exclusive FIBERTalk events where the leaders of telecom industry in APAC region shared knowledge, exchanged information to bring the industry forward. He was also responsible to maintain liaisons and close relations with the (APAC) regional telecom regulators and operators and reputed organization like ITU to contribute to the policies for 5G, smart cities and AI in Asia-Pacific region. The FTTH Council Asia-Pacific, a non-profit organization established to offer its members platform where they come together to create a future proof fiber rich society. Based in Singapore it is a part of the international Fiber Council Global Alliance (FCGA) group representing more than 550 global stakeholders in the fiber optic industry, and giving APAC chapter access to unlimited global resources, studies an expertise.

Before joining FTTH Council Asia-Pacific he worked with DHL Express Bangladesh, where he successfully contributed organizing a reputable award event in Bangladesh along with a few of other events. She brings to the role extensive experience in the field, having previously served as an Industry Promotion Expert for the Leveraging ICT for Employment and Growth of The IT-ITES Industry Project (LICT) project for a period of two years. Prior to her work with LICT, she held the position of Manager, Member Services with the Bangladesh Association of Software and Information Services (BASIS) for nearly a decade. Over the course of her 13-year career, she has demonstrated a steadfast commitment to promoting the interests of IT-ITES companies both domestically and internationally. She graduated from the University of Dhaka with a master’s degree in Physics and has also completed a professional management certification course from IBA, University of Dhaka. She possesses a diverse range of skills, including project management, communication, social networking, and event planning.

Ishrat Sharmin, a Technical Expert with nearly a decade of software development experience, specializes in system requirement analysis, design, and quality assurance. As the current Technical Expert (Portal Management) for the EDGE Project since March 2022, Ishrat is overseeing the development of the National Job Portal and played a key role in various critical initiatives of component 2. Previous roles include leading the development of Bangladesh IT Connect Portals in the LICT project and contributing as a Software Engineer at Business Automation Ltd. Educationally, Ishrat holds a Master’s degree in Information Technology from IIT, University of Dhaka, and a B.Sc. in Computer Science and Telecommunication Engineering from Noakhali Science and Technology University. Key projects include Bangladesh IT Connect Portals, One-Stop Service for BEZA, One-Stop Service for BIDA, Pilgrim Pre-Registration and Registration System, Hajj Management Information System, etc. Programming expertise includes proficiency in PHP and familiarity with Java, along with skills in Laravel, CodeIgniter, and Java Spring MVC frameworks. Database knowledge spans MySQL, MariaDB, and Oracle. At EDGE, her current role is to oversee the implementation of the “Hire and Train” program through Public Universities, aimed at preparing and employing 20,000 recent graduates to enhance the private sector’s role in the digital economy.

She has 10 years of extensive experience working in the IT sector specializing in skill development, industry research, public strategy and policy development, project management, communication, industry promotion, and venture capital.

Before working for the World Bank-funded EDGE project as Technical Expert, Research, she worked for the government-funded LICT project in the strategy and policy team. She also served as Executive Director for the Bangladesh chapter of the largest global tech entrepreneurs’ association, TiE Dhaka. Prior to this, she was part of the Bangladesh team of Pegasus Tech Ventures (formerly known as Fenox Venture Capital), a prominent Silicon Valley-based venture capital firm, as a Financial Analyst. She also worked for the largest IT-ITES Association in the country, BASIS, as a Research Executive.

She holds BBA and MBA in Finance and Economics from BRAC University.

With more than 6 years of experience in Research and Development (R&D), she has overseen numerous innovative projects and has specialized in drafting IP for over 3 years. She has successfully provided technical assistance for patent drafting and has obtained approximately 13 certified patent acceptances from the Department of Patents, Designs, and Trademarks (DPDT) Office. Additionally, she has filed multiple applications for copyrights and trademarks. Furthermore, she has more than 3 years of experience in core development and has offered technical support to innovators based on her studies. She has also been involved in application-level development for a year and has provided technical and management support for various innovative competitions such as Innov-a-thon, Hack-A-Thon, and challenge funds. She possesses strong skills in managing technical teams and has knowledge in AI-based Chatbot, machine learning, advanced technology, and IoT. With an adaptive mindset and self-driven nature, she is enthusiastic about acquiring new knowledge and excels in dynamic environments. As a Technical expert-R&D at EDGE Project, BCC, ICT Division, Ashim coordinates Research and Innovation Centers (RICs) and contributes technically to create an innovation ecosystem in Bangladesh through problem-solving, innovation, and R&D. He works closely with different government agencies, industry, and academia to conduct emerging technology-related R&D for gaining advantages of the 4th Industrial Revolution (4IR). Additionally, he is involved in the activities of Center for 4IR, Digital Economy Hubs, and other innovation and R&D initiatives of EDGE Project.

Ashim is a generalist with expertise in multiple technology domains such as IoT, Robotics, Embedded System Engineering, Embedded OS, UX Design, Innovative Solution Design, Design Thinking, Creative Design, Cloud Computing, Data Analytics, and Innovative Project Management. His skills and knowledge enable him to effectively support the backend workforce in building Smart Bangladesh.
